Title

Authorizing the expenditure of $10,000 from the General Fund as a contribution for the TARTA TARPS program in order to restore weekend and holiday paratransit services; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

This ordinance authorizes the expenditure of funds for a contribution to the Toledo Area Regional Transit Authority (TARTA) TARPS program in order to restore paratransit services on weekends and holidays.  TARTA has had to cut Sunday and holiday services to overcome a budget shortfall. Several community leaders are looking for a short-term solution for paratransit services while TARTA is working to identify a long-term solution for the entire system. Combined with federal funds and contributions from other community partners, a contribution of $10,000 from the city would help to restore paratransit services on holidays and weekends through the end of 2019.  Funds are available in the approved Diversity & Inclusion general fund budget for this expenditure.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the expenditure of $10,000 is authorized from the General Fund Account Code 1001-10700-1121003STDSTD for a contribution for TARTA TARPS to help restore weekend and holiday paratransit services.

SECTION 2. That the finance director is authorized to draw his warrant or warrants against the above account code in an amount not to exceed $10,000 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.

SECTION 3. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely assist in the restoration of weekend and holiday paratransit services
