Title

Authorizing the mayor to enter into an agreement with the Criminal Justice Coordinating Council and to accept and deposit an OCJS Violence Against Women Act Grant (VAWA) in the amount of $27,633.46 for the Toledo Police Department Domestic Violence Unit; authorizing the appropriation and expenditure of funds from the Operation Grants fund; and declaring an emergency.

SUMMARY & BACKGROUND:

The Criminal Justice Coordinating Council has recommended to the Office of Criminal Justice Services an award to the City of Toledo of $27,633.46 from grant funds under the 2018-WF-VA3-8841 Violence Against Women Act Program (VAWA) to continue the Toledo Police Domestic Violence Unit.  The grant funds will be used for training and equipment to conduct extensive follow-up investigations of violence against women.

 

There is no cash match.  There is an in-kind match of $9,211.15, which is a portion of the personnel costs.  The department has been awarded under this grant funding every year since 1999.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the mayor is authorized to enter into an agreement with the Criminal Justice Coordinating Council for the Violence Against Women Act (VAWA) grant; and to accept and deposit grant proceeds in the amount of $27,633.46 into the Operation Grants Fund, Account Code 2016-52000-3G07339STDSTD, for the Toledo Police Department Domestic Violence Unit.

 

SECTION 2.  That the appropriation of $27,633.46 from the unappropriated grant proceeds of the Operation Grants Fund is authorized to Account Code 2016-52000-3G07339STDSTD; and further authorizing the expenditure of same for the purpose listed in Section 1.

 

SECTION 3.  That the Finance Director is authorized to draw his warrant or warrants against the above mentioned account code in an amount not to exceed $27,633.46 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 4.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason of operating and continuing the program through the grant period.
