Title

SUMMARY & BACKGROUND:

The Division of Solid Waste is required by Ohio EPA to apply daily cover on waste that is placed and compacted.  The landfill is currently approved by Ohio EPA to use soil and concover as an alternative daily cover. The division is identifying additional alternatives that may be used as an alternate daily cover at the landfill that meet Ohio EPA requirements and are potentially revenue generating. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                                                                                                         SECTION 1.                       That the Mayor is authorized to enter into an Agreement for the acceptance of material that can be used as an alternate daily cover, upon such terms and conditions as approved by the Mayor, Director of Public Service, and Director of Law.

 

                                                                                                         SECTION 2. That the Mayor is authorized to accept and deposit revenues collected, pursuant to the Agreement referenced in Section 1 to the General Fund Account Code 1001-24500-6232002STDSTD.

                     

                     SECTION 3.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to pursue opportunities of potential revenue generating alternate daily cover that can be used at the landfill.
