SUMMARY & BACKGROUND:
This ordinance authorizes the expenditure of funds for consulting and development services related to funding of a universal pre-kindergarten program in the City. It has been determined that Savage Consulting, LLC, a local consulting firm with specialized experience in donor cultivation strategies and relationship development in the Toledo area, is uniquely qualified to provide these services. The financial impact of this ordinance is the expenditure of $35,000 from the appropriation of $50,000 for consulting services for the Dept. of Development in the General Fund.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the expenditure of an amount not to exceed $35,000 is authorized from the General Fund Account Code 1001-16400-5661001STDSTD for consulting and development services related to funding of a universal pre-kindergarten program in the City of Toledo.
SECTION 2. That the Mayor is authorized to enter into agreement with Savage Consulting, LLC for the purpose authorized in Section 1.
SECTION 3. That this Council approves an agreement, including contracting for specialized consulting services provided for herein, notwithstanding and as an exception to the competitive procurement provisions of Chapter 187 of the Toledo Municipal Code. Council finds that it is in the best interest of the City by reason that Savage Consulting, LLC has specialized experience in donor cultivation strategies and relationship development in the Toledo area and is uniquely qualified to provide these services.
SECTION 4. That the Finance Director is authorized to draw his warrant or warrants against the above account code in an amount not to exceed $35,000 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely develop a universal pre-kindergarten program in the City of Toledo.
