SUMMARY & BACKGROUND:
This Ordinance authorizes an agreement between Toledo Municipal Court and the Pathway, Inc. for the provision of employment program services to criminal defendants in the Toledo Municipal Court. The Agreement is for a one-year term with an option to extend the agreement for an additional two years subject to the availability of funds.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. The Mayor and the Municipal Court are authorized to enter into an agreement for a one-year term, with two one-year renewal options with Pathway, Inc. for the provision of employment program services.

SECTION 2. The competitive procurement requirements under Toledo Municipal Code Chapter 187 are waived as it is found and determined that it is in the best interest of the City that contracting with Pathway, Inc. is the most cost effective and secure manner to obtain the needed employment services.

SECTION 3. The expenditure of funds in the amount of $50,000 for the current fiscal year is authorized from Account Codes: 2016/10800/3G00061STDSTD in the amount of $50,000, subject to the appropriation of funds in future years.

SECTION 4. The Finance Director is authorized to draw his warrant or warrants against the above referenced account code in payment of the above obligations upon presentation of proper voucher or vouchers.

SECTION 5. This Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for ...
