Title
Declaring a Moratorium until December 31, 2019, on the authority of the Toledo-Lucas County Plan Commission to accept applications for Special Use Permits for Residential Drug & Alcohol Treatment Facilities within Council District 4; and declaring an emergency.

Body
SUMMARY & BACKGROUND:
Toledo City Council by Ordinance 147-18 declared a moratorium on the authority of the Toledo-Lucas County Plan Commission to accept applications for Special Use Permits for Residential Drug and Alcohol Treatment Facilities within Council District 4. The Plan Commission staff has completed the study and it was presented at the Toledo City Planning Commission meeting on February 14, 2019. It will be presented to the Toledo City Council Zoning and Planning Committee on March 20, 2019, before being presented to the full Council. An extension of the moratorium will be needed to provide Council with adequate time to review the study and recommendations of the Plan Commission.
