Authorizing the expenditure of $125,000 from the Capital Improvement Fund for purchase of snow and ice brine equipment; authorizing the Mayor to enter into contracts for capital equipment; and declaring an emergency.

 

Body

SUMMARY & BACKGROUND:

The Division of Streets, Bridges & Harbor (SB&H) is responsible for snow and ice removal every winter.  Snow and ice removal is a special assessment service charged to the residents of Toledo. The costs associated with these services are man-hours, materials and related equipment used during snow and ice operations. With the purchase of these seven (7) single axle truck units, SB&H will be able to apply more brine to the city roadways, as well as use the trucks during the summer in combination with the paving equipment.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the sum of $125,000 is authorized for expenditure from the Capital Improvement Fund account code 5040-23100-8CP1911SBHBRI for purchases of brine trucks and related equipment.

 

SECTION 2.  That the Mayor is authorized accept bids and enter into contracts for the purchase of trucks and equipment as authorized in Section 1.

 

SECTION 3.  That the Finance Director is authorized to draw warrant or warrants against the above account code in payment of the above authorized obligations upon presentation of properly approved voucher or vouchers in an amount not to exceed $125,000.

 

                      SECTION 4.  That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to ensure that the vehicular fleet is replaced in an orderly fashion supportive of continuous daily city services to the community and have this equipment available for the 2019 snow and ice season.
