SUMMARY & BACKGROUND:

The Division of Engineering Services is partnering with the Metropolitan Park District of the Toledo Area to extend the sidewalk on the west side of Ottawa Street from the vicinity of the Oliver House to the new Middlegrounds Park in 2019.  This existing gap in the sidewalk system in this area hampers safe pedestrian access to the park.  The Metropolitan Park District of the Toledo Area has agreed to fund a share of the project and has committed to reimburse the City of Toledo 33% of the costs, up to $16,666, for these improvements. The City of Toledo portion of the costs will be paid for with CIP matches and planning funds.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

                     

                     SECTION 1.  That the mayor is authorized to enter into an agreement with the Metropolitan Park District of the Toledo Area and to accept and deposit funds in an amount not to exceed $16,666 into the Capital Improvement Fund account code 540G-35000-8GA7809STDSTD for sidewalk construction on Ottawa Street.

 

                     SECTION 2.                     That the appropriation of $16,666 is authorized from the Capital Improvement Fund to Account Code 540G-35000-8GA7809STDSTD and the expenditure of same is authorized for the Ottawa Street sidewalk project.

 

                     SECTION 3.  That disappropriation of any remaining budget to fund balance at project closeout is authorized.

 

                     SECTION 4.                     That the mayor is authorized accept bids and enter into contracts for the Ottawa Street sidewalk project upon such terms and conditions as approved by the Director of Public Utilities and the Director of Law.

 

                     SECTION 5.  That the Finance Director is authorized to issue his warrant or warrants against the above listed account code in amounts not to exceed $16,666 in payment of the obligations incurred upon presentation of the proper voucher or vouchers.

                                          

                     SECTION 6.  That this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the ordinance must be immediately effective to accept funding from the Metropolitan Park District of the Toledo Area for the project.
