SUMMARY & BACKGROUND:
This ordinance authorizes the Mayor to enter into an agreement with NC4 Public Sector LLC for a three-year subscription to the NC4 Street Smart® software application. Street Smart centralizes all crime-related data into a single data store. NC4 Street Smart is an all-inclusive multiple solutions packaged system. This software enables law enforcement agencies to exchange information necessary for daily law enforcement activities by providing real time data which allows police officers to pinpoint crimes, patterns, and incidents more efficiently.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a three-year agreement with NC4 Public Sector LLC for a subscription to the NC4 Street Smart Software to assist with criminal apprehension and investigations.
SECTION 2. That the amount not to exceed $287,700 is authorized for expenditure from the Law Enforcement Trust Fund Account Code 2090-52000-3T32302STDSLC for a three-year subscription to the NC4 Street Smart® software application.
SECTION 3. That this council finds it in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for NC4 Street Smart® software application for the reason that NC4 Public Sector LLC is the sole source provider for the this software service.
SECTION 4. That the Finance Director is authorized to draw his warrant or warrants against the above referenced Account Code in an amount not to exceed $287,700 in payment of the obligation authorized above and upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that the ordinance must be immediately effective in order to enter into the agreement with NC4 Public Sector LLC to maintain public safety.
