SUMMARY & BACKGROUND:
This ordinance authorizes the Mayor to enter into an agreement with Benchmark Analytics, LLC for a five-year license subscription to their single-source, software-enabled platform. Benchmark Analytics closes the current knowledge gaps in the marketplace by providing a single source of the truth for all data associated with managing a police department's human capital, and provides a holistic, low-risk management system with early indicators. The objective is to recognize, reward and retain officers exhibiting standout police work, and identify officers exhibiting problematic behavior and flag areas in need of improvement.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into an agreement with Benchmark Analytics, LLC for a five-year license subscription to their analytical software.

SECTION 2. That the amount not to exceed $153,816 is authorized for expenditure from the General Fund Account Code 1001-52000-3381002STDSTD for the optional license subscription in year four ($75,400) and five ($78,416) of this agreement; subject to future appropriations.

SECTION 3. That this council finds it in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for Benchmark Analytics, LLC the reason that Benchmark Analytics, LLC is the sole source provider for this service.
