SUMMARY & BACKGROUND:
The City of Toledo acts as the responsible party for undertaking Environmental Reviews (ER) for all City of Toledo federally-funded programs, including but not limited to Community Development Block Grant and Home Investment Partnerships Program and is responsible for approving all reviews. City agrees to delegate its environmental review assessments to a qualified third-party consultant, approved by the City of Toledo and further agrees to review on all acceptable environmental review assessments and determinations conducted by a qualified third-party consultant. LMHA will provide the City with all available project and environmental information needed for formal review and approval. In the event LMHA's third party consultant is unable to complete an Environmental Review Assessment, the City will conduct the ER and sign off on the review with final determination. Compensation for actual expenses incurred for performance includes but is not limited to: cost of publishing notices, travel, postage, delivery charges, staff time, and actual costs incurred with any surveys or investigations. Funds received for ER completions by City staff will be deposited into HOME Fund.
