Title
Authorizing the mayor to enter into an agreement with Shumaker Advisors, LLC to provide the City with government affairs services for a term of one (1) year with City-approved annual renewals, subject to available appropriation, up to a maximum of three (3) years; authorizing the expenditure of funds in an amount not to exceed $60,000 annually; waiving the competitive bidding requirements of TMC 187; and declaring an emergency.

SUMMARY & BACKGROUND:
The City has strong interests at the state level, including an interest in the composition of the state budget and legislation that impacts the operations of local government, Toledo’s interests must be adequately represented in the capital.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized enter into a professional consulting services agreement with Shumaker Advisors, LLC to provide the city of Toledo with government affairs services. Such agreement shall contain terms and conditions deemed proper and requisite according to the Director of Law.
SECTION 2. That, subject to available appropriation in future years, an annual expenditure in an amount not to exceed $60,000 for a maximum of three years is authorized from the General Fund, Account Code 1001-89800-1129001STDSTD.
SECTION 3. That this Council finds it in the best interest of the city to waive the competitive bidding requirements of TMC 187 for the reason that continuing the relationship with Shumaker Advisors, LLC would assist in their delivering uninterrupted advocacy on the city’s behalf.
SECTION 4. That the Director of Finance is authorized to draw her warrant or warrants against Account Code 1001-89800-1129001STDSTD in payment of the obligations authorized above upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that it is of paramount importance that the city continue to have uninterrupted representation and government affairs advocacy.
