Body

SUMMARY & BACKGROUND:

The Division of Engineering Services has a resurfacing and safety project on Monroe Street from Secor Road to Nantucket Drive in 2019. Funding for the project has been secured through Ordinances 98-18 and 100-18 with ODOT Safety funding and TIF funding. Lucas County has agreed to pay for their portion of the intersection construction. The ODOT funding will also cover their portion of the intersection at a 90/10 split. Lucas County has committed to reimburse the City of Toledo up to $5,000 for their portion of the cost of these improvements. There is no financial impact to the City of Toledo since Lucas County is funding their portion of the project.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

                     

                     SECTION 1.  That the mayor is authorized to accept and deposit funds in an amount not to exceed $5,000 from Lucas County into the Franklin Park/Westfield Municipal Public Improvement Fund, account code 5031-35000-8CT1801MONROE, for resurfacing within the Lucas County limits of the Monroe Street Resurfacing/Safety project.

 

                     SECTION 2.                     That an appropriation in the amount of $5,000 is authorized from the Franklin Park/Westfield Municipal Public Improvement TIF into account code 5031-35000-8CT1801MONROE; and further authorizing the expenditure of the same for the Monroe Street resurfacing/safety project.

 

                     SECTION 3.  That disappropriation of any remaining budget to fund balance at project closeout is authorized.

 

                     SECTION 4.                     That the mayor is authorized to prepare plans and specifications and to enter into contracts after accepting bids for the Monroe Street resurfacing/safety project upon such terms and conditions as approved by the Director of Public Utilities and the Director of Law.

 

                     SECTION 5.  That the Finance Director is authorized to issue her warrant or warrants against the above listed account code in amounts not to exceed $5,000 n payment of the obligations incurred upon presentation of the proper voucher or vouchers.

                                          

                     SECTION 6.  That various adjustments and line item expenditures and transfers are authorized to reimburse the Franklin Park/Westfield Municipal Public Improvement TIF for the improvement of the Monroe/Talmadge intersection within the Lucas County limits related to the Monroe Street resurfacing/safety project.

 

                     SECTION 7.  That this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the ordinance must be immediately effective to accept funding from Lucas County for the Monroe Street resurfacing/safety project.
