SUMMARY & BACKGROUND:
This Ordinance authorizes the Mayor to enter into an agreement with Leads Online, LLC for subscription information services. Leads Online operates and maintains a national online investigation system used by law enforcement to recover stolen property and solve crimes by sharing information with other law enforcement agencies. Leads Online assists law enforcement agencies by collecting, maintaining and disseminating data among participating agencies. The system has proven to reduce crime and increase the apprehension of criminals by other law enforcement agencies throughout the state and country. It will assist the Toledo Police Department in recovering stolen property and identifying offenders that commit a variety of crimes.
The agreement outlines the responsibilities of Leads Online, the City of Toledo through its police department, and the conditions for use of the Leads Online system. This contract has an option to renew for two additional years after the initial term. With all renewal options exercised, this is a three-year contract covering 2019, 2020, and 2021.

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a one-year agreement with two one-year renewal options with Leads Online, LLC for the provision of electronic reporting services to assist with its criminal apprehension and investigations.
