SUMMARY & BACKGROUND:
The city of Toledo, Lucas County Commissioners and the Lucas County Sustainability Commission would like to use a phased approach to identify, quantify, and reduce the impacts from nutrient sources potentially contributing to Harmful Algal Blooms (HABs) in the Western Lake Erie Basin. Strategy will be consistent with the USEPA's Nine Element Watershed Plan Requirements for Impaired Waters. EPA requires that nine elements be addressed in watershed plans funded with incremental Clean Water Act Section 319 funds and strongly recommends that they be included in all other watershed plans intended to address water quality impairments. This funding will provide the modeling that is necessary for the project.

This ordinance is for Phase II of the Nutrients Sources and Amounts Assessment and significantly impacts NW Ohio financially as it relates to clean drinking water and improved lake conditions which directly affect the fishing/tourism industry.

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That an amount of $74,200 is appropriated from the unappropriated balance of the Storm Water Utility Replacement Fund into account code 607D-38000-4000552STDSTD.
