SUMMARY & BACKGROUND:

This ordinance authorizes expenditures for the purchase of leak detection equipment and pipe locators.  Bids have been received with Pollardwater having the lowest and best bid.  Funding in the amount of $86,225 for this purchase has been planned for in the 2018 Operating Budget. This equipment is necessary to maintain safe, reliable water service in the City of Toledo service area.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

                     

                     SECTION 1.  That the mayor is authorized to execute necessary contracts with the lowest and best bidder for the purchase of leak detection and pipe locator equipment upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.

 

                     SECTION 2.  That the expenditure of an amount not to exceed $86,225 is authorized from the Water Operating Fund Account Code 6060-34000-4000512STDSTD for leak detection and pipe locator equipment.

 

                     SECTION 3.  That Director of Finance is authorized to issue his warrant or warrants against the Account Code listed in Section 2 in an amount not to exceed $86,225 in payment of the obligations authorized in Section 1 upon presentation of the proper voucher or vouchers.

 

                     SECTION 4.  That this ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this ordinance must be immediately effective in order to permit the earliest possible repair of critical elements in the city’s water distribution system.
