SUMMARY & BACKGROUND:

The Collins Park Water Treatment Plant was originally constructed as an 80 million gallons per day plant in 1942 with a 40 million gallons per day expansion in 1956.  The filter and pipe gallery systems of the plant have remained largely unchanged.  This project will upgrade the existing filters to state of the art biologically active treatment technology, install air scour equipment as a part of the filter backwash system, and refurbish or replace existing piping, valves and valve operators that have reached the end of their service life.  Funding for this project is available in the current CIP from the Water Bond Improvement Fund (2018 Bond Issuance) for the Filter and Pipe Gallery Improvement project. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That an amount not to exceed $9,000,000 is appropriated from the bond proceeds in the Water Bond Improvement Fund in Account Code 6062-32000-4UB1718STDSTD; and further authorizing the expenditure of same for the Filter and Pipe Gallery Improvements at the Collins Park Water Treatment Facility.

 

SECTION 2.  That the mayor is authorized to accept bids and to execute the necessary contracts for the design, preparation of plans and specifications, engineering, bidding, construction oversight, testing, permits, renovation, construction, appurtenances, and other related work, tasks, equipment, and materials needed for the successful implementation of the Filter and Pipe Gallery Improvements at the Collins Park Water Treatment Facility upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.

 

SECTION 3.  That various adjustments and line item expenditures and transfers are authorized to comply with said contracts/agreements.

 

SECTION 4. That the Finance Director is authorized to issue his warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $9,000,000 in payment of the obligations incurred pursuant to the contracts authorized in Section 2 upon presentation of the proper voucher or vouchers.

 

                     SECTION 5.   That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 6.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to ensure the uninterrupted distribution of quality potable drinking water to the citizens of the entire region.
