SUMMARY & BACKGROUND:
While owners of abandoned signs can be taken to court and ordered to remove or address violations, there are times when action is not taken. In these cases, the city can take action and remove or address violations and can assess the property. This legislation re-appropriates funds within the Department of Development's operating budget to address abandoned signs.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the disappropriation of $100,000 is authorized from the General Fund account code 1001-16400-573610-5661001STDSTD (business incentives) and the appropriation of same is authorized to the General Fund account code 1001-16400-537410-5661001STDSTD (contractual services); and the expenditure of same is authorized for the removal of non-compliant commercial signs.

SECTION 2. That the Mayor is authorized to enter into any necessary agreements for the purposes listed herein subject to the terms and conditions deemed proper and requisite according to the Director of Law.

SECTION 3. That the Finance Director is authorized to issue his warrant or warrants against the above account code in payment of all obligations authorized above in an amount not to exceed $100,000 upon presentation of properly approved documentation.

SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.
