Title
Authorizing the disappropriation of $2,358,376 from the Capital Improvement Fund; authorizing the appropriation and expenditure of $2,358,376 from the Capital Improvement Fund for the 2018 General Resurfacing Program; authorizing the mayor to prepare plans and specifications, acquire required rights-of-way as appropriate, and enter into contracts for these projects within the Division of Engineering Services; and declaring an emergency.

SUMMARY & BACKGROUND:
The Division of Engineering Services has reviewed the last four roadway reconstruction projects bid under the 2018 General Resurfacing Program which have been above historical/estimated costs for the projects. The 2018 General Resurfacing Program is underway, however bids will be accepted on nine (9) reconstruction and one (1) reclamation project(s) within the next 30 days and, given the increase in prices, Engineering Services will not be able to complete the roadway projects within the 2018 program without additional funds. Fortunately, early bidding, economies of scale, and various external factors have contributed to cost savings under the Roadway Matches & Planning Program. This ordinance authorizes the disappropriation of $1,858,376 from the Roadway Matches & Planning Program authorized under Ord. 32-18 and $500,000 from Various Improvement Projects authorized under Ord. 447-17; and the appropriation of the same into the 2018 General Resurfacing Program, thus allowing for the successful completion of all the planned street construction projects in both programs. Expedient passage of this ordinance is critical in ensuring that opened bids for the projects can be awarded in a timely fashion to allow for completion of the roads this year.
