SUMMARY & BACKGROUND:
The fireworks celebration in downtown Toledo this year will be known as Fourth-in-the-419. Planning is already underway with several community partners and a vendor has been identified for this year’s fireworks show. Funds for this year’s celebration have been pledged by two donors at this time. In order to manage donations and expenditures related to fireworks celebrations in Toledo this year and in future years, the city wishes to establish a separate trust account for deposits and expenditures related to said celebrations. This Ordinance authorizes the establishment of the Toledo Fireworks trust fund account and authorizes the acceptance, deposit, appropriation and expenditure of funds from this account.
Summary
NOW, THERFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Toledo Fireworks Trust Fund, Account Code 2152-23100-1TJULY4FIREWK, is established for Fourth of July fireworks costs and related activities and celebrations in the city of Toledo.
SECTION 2. That the Mayor is authorized to accept and deposit all donations for Fourth of July fireworks celebrations and related activities into the Toledo Fireworks trust fund; and the appropriation and expenditure of same is authorized from Account Code 2152-23100-1TJULY4FIREWK for Fourth of July fireworks related activities and celebrations in the city of Toledo.
SECTION 3. That the Mayor is authorized to accept bids and award contracts or as necessary enter into contracts with sole source providers, for the purposes authorized in Section 2 upon such terms and conditions shall be approved by the Director of Law.
SECTION 4. That the Finance Director is authorized to draw her warrants against the above mentioned account code in payment of the authorized obligations upon presentation of the proper vouchers.
SECTION 5. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that the Ordinance must be immediately effective in order to establish the Toledo Fireworks trust fund and accept donations prior to the upcoming Fourth of July fireworks celebrations.
