SUMMARY & BACKGROUND:

The U.S. Department of Justice, Federal Bureau of Investigation has funds available to law enforcement agencies for the purpose of joint task force operations.  The Toledo Police Department will utilize the Ohio Building space for FBI joint task force operations. The value of the funding available to the Toledo Police Department is $162,000 which will be used to reimburse the general fund for the cost of this lease. The funds will cover the entire amount of the lease agreement with the Ohio Building Company LLC for a three-year period.  The additional amount of $33,355 will also be provided by The U.S. Department of Justice, Federal Bureau of Investigation for reimbursement of the cost of office furniture.

 

The reason for waiving competitive bidding lies in the fact that the FBI offices are currently located in the Ohio Building. In addition, the furniture purchase was negotiated and arranged by the FBI since they are reimbursing the City of Toledo for its full cost. There are no matching requirements. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to enter into a three-year lease agreement with the Ohio Building Company, LLC for office space for joint task force operations.

 

SECTION 2. That the Mayor is authorized to accept and deposit proceeds from the U.S. Department of Justice, Federal Bureau of Investigation in the amount of $162,000 into the General Fund Account Code 1001-52000-3381002STDSTD and said funds are authorized for expenditure from the General Fund Account Code 1001-52000-3381002STDSTD for office space for joint task force operations at the Ohio Building subject to approved appropriations.

 

            SECTION 3.  That an amount not to exceed $27,000 is authorized to be appropriated from from the General Fund proceeds authorized in Section 2 to Account Code 1001-52000-3381002STDSTD for the current year cost for office space for joint task force operations at the Ohio Building.

 

            SECTION 4.  That the Mayor is authorized to accept and deposit $33,355 from the U.S. Department of Justice, Federal Bureau of Investigation into the General Fund Account Code 1001-52000-3381002STDSTD for the purchase of office furniture for joint task force operations at the Ohio Building and the appropriation and expenditure of same is authorized in the General Fund Account Code 1001-52000-3381002STDSTD for said office furniture purchase.

 

                     SECTION 5.                      That the competitive procurement requirements of TMC 187 are waived and the mayor is authorized to enter into a contract with Integrity Installations, Inc for the purchase of office furniture. The reason for the waiver is that the FBI offices are currently located in the Ohio Building and said furniture purchase was negotiated, arranged and will be reimbursed by the FBI.

 

SECTION 6.                       That the Finance Director is authorized to draw her warrant or warrants against the above mentioned Account Code in an amount not to exceed $195,355 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 7.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and to timely complete the lease agreement of office space for joint task force operations.
