SUMMARY & BACKGROUND

The Ohio Department of Transportation (ODOT) has identified the need for a new interchange on I-475 at Dorr Street.  The Lucas County Engineer’s Office will be responsible for engineering design, which is currently underway.  ODOT will acquire all necessary rights of way for the project and will administer the construction of the interchange and improvements on Dorr Street both within and outside Toledo’s city limit.  The project will include all ramps, connections to/from I-475 to Dorr Street; widening Dorr Street from Holland-Sylvania to McCord Road intersection approaches.  Adjustments to nearby residential streets affected by the project will also be completed.  This Ordinance and cooperative agreements are needed to allow ODOT to conduct this work which is partially located within the limits of the city of Toledo and for the city to participate in the project as necessary.  An amount not to exceed $1,000,000 has been appropriated in the 2018 CIP plan through Ord. 201-18 for this project. 

 

The city of Toledo desires the State of Ohio, Director of Transportation, to proceed with the aforesaid highway improvements.

 

Summary                                                                                                                                                                                                                                                                                                                                                                                                                           NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     That the mayor is authorized to enter into and execute cooperative agreements between the city of Toledo and the State of Ohio, Department of Transportation for the construction of a new Dorr Street Interchange on I-475 within the city of Toledo and Lucas County and related roadway improvements upon such terms as may be approved by the Director of Law

 

SECTION 2 .  That the expenditure of an amount not to exceed $1,000,000 is authorized from the Capital Improvement Fund, Account Code 5040-35000-8CP1823DORRIN, for expenditure on such portions of the Dorr St. Interchange project that are located within the City of Toledo.

 

SECTION 3.  That the finance director is authorized to issue her warrant or warrants against the account code identified in Section 5, in an amount not to exceed $1,000,000 in payment of the obligations incurred pursuant to the above authorized contracts upon presentation of the proper voucher or vouchers.

 

                     SECTION 4.                     That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to timely provide funds for the Dorr St Interchange project.
