SUMMARY & BACKGROUND:
The state of Ohio has awarded the Toledo Police Department $100,000 in recognition of the Forensic Laboratory achieving accreditation in 2018. The funds are required to be used for direct expenses related to chemistry laboratory work. The funds will be used to purchase an Agilent Technologies gas chromatograph mass spectrometer (GC/MS). The addition of this GC/MS will enable the Forensic Lab to effectively double their capacity to process drug cases and reduce case backlogs.

This ordinance will authorize the Mayor to accept, deposit, appropriate, and expend $100,000 from the State of Ohio grant proceeds, and authorize the expenditure of $2,452.79 from the General Fund. The total expenditure for the purchase of the Agilent gas chromatograph mass spectrometer is $102,452.79.

The forensic lab has been using an Agilent GC/MS for 15 years and all personnel are trained in its use. In addition every accredited laboratory in the State of Ohio uses Agilent GC/MS instruments. Agilent 5977B GC/MS was specifically designed for Forensic Toxicology and this is the only available mass spectrometer with technologies that provide greater spectral integrity by eliminating surface activity reactions.
