SUMMARY & BACKGROUND:
This legislation provides funding for a variety of programs both for the administration of the CDBG program and programs operated internally by various city departments and operations, Community Development Corporations, and Social Service agencies. This legislation authorizes the acceptance, deposit, appropriation and expenditure estimated to be $7,457,293 in federal funds and more specifically, the One Year Action Plan for the 2018 Program Year to be submitted to HUD on June 30, 2018.
The financial impact of this Ordinance is the receipt of $7,457,293 from HUD to the city of Toledo for the administration of the CDBG Program as well as the allocation of funding to Community Development Corporations and various Social Service agencies in the Toledo community.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to submit the 2018-2019 One-Year Action Plan; accept the 2018 Program Year CDBG allocation from HUD, estimated to be $7,457,293; deposit the amount received from HUD into Account Code 2015-16100-407400-5G44000STDADM (Community Development Block Grant Fund) for the purpose of funding the CDBG Program.
SECTION 2. That the appropriation estimated to be $7,457,293 is authorized from the unappropriated grant proceeds in the Community Development Block Grant Fund into various accounts; and the expenditure of same is authorized pursuant to the attached Schedule A.
SECTION 3. That the Mayor is authorized to enter into any necessary agreements for the purposes listed herein subject to the terms and conditions deemed proper and requisite according to the Director of Law, not to exceed the estimated $7,457,293 for the 44th Year CDBG.
SECTION 4. That the Finance Director is authorized to issue his warrant or warrants in an estimated amount of $7,457,293 from the Community Development Block Grant Fund in payment of all obligations authorized under the 44th Year CDBG allocation upon presentation of properly approved documentation.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that same must be immediately effective in order to permit the City to submit the One-Year Action Plan, qualify under the regulations of the Community Development Block Grant Entitlement Program, and to receive the money necessary to carry out its planned community development activities for the 44th year beginning July 1, 2018 and ending June 30, 2019.
