SUMMARY & BACKGROUND:
The Danger Assessment for Law Enforcement (DALE) is an evidence-based risk assessment tool that is designed to identify victims who are at the highest risk of intimate partner homicide or near-lethal assault. It utilizes a scoring matrix with a built-in threshold to identify victims at the highest risk. DALE is intended to provide additional information to the court and to encourage victims identified as high risk to connect with domestic violence services through a customized protocol.
Funds for implementation of DALE will come from the Violence Against Women Act Program Grant) (VAWA - 2016-WF-VA3-8841) (Ord. 139-17).
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into an agreement with the Jeanne Geiger Crisis Center for implementation of the Domestic Violence Danger Assessment for Law Enforcement Tool (DALE).
SECTION 2. That the expenditure of $14.948.35 is authorized from the Operation Grants Fund, Account Code 2016-52000-3G07337STDSTD to the Jeanne Geiger Crisis Center.
SECTION 3. That the Finance Director is authorized to draw his or her warrant or warrants against the above mentioned Account Code in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That this Council finds it to be in the best interest to waive the competitive proposal requirements of Chapter 187 of the Toledo Municipal Code for the reason that Jeanne Geiger Crisis C...
