SUMMARY & BACKGROUND:
This ordinance authorizes the expenditure of funds for annual maintenance costs for the SeeClickFix software, a Cloud Software created by the SeeClickFix Software firm. The SeeClickFix software resides on the SeeClickFix cloud platform and has the ability to track service requests from Citizens using their mobile devices and a web interface. These requests are part of the “Engage Toledo” program used for servicing Citizens request and complaints. This software interfaces with the City of Toledo’s Engage Toledo system which runs on the CityWorks software program. The annual maintenance costs provides the City unlimited user licenses for the SeeClickfix system.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a three-year contract with SeeClickFix for annual maintenance costs of the SeeClickFix software upon such terms and conditions as deemed proper and requisite according to the Director of Law and the Director of ICT.
SECTION 2. That the annual expenditure in the amount of $17,500 is authorized for a period of three years, subject to future appropriations, from the Information & Communications Technology Fund, Account Code 7084-17500-114003STDSTD for the purpose listed in Section 1.
SECTION 3. That the competitive bid requirements of Chapter 187 of the Toledo Municipal Code are waived due to previous integration work between the SeeClickFix and CityWorks software.
SECTION 4. That the Finance Director is authorized to issue his or her warrant or warrants against the above mentioned Account Code in payment of the above authorized obligations upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that this Ordinance must immediately be effective in order to maintain without interruption the city’s Engage Toledo system.
