Title
Authorizing the Mayor to enter into a Brownfield Revolving Loan account Loan Agreement with the Dental Center of Northwest Ohio for the environmental remediation of the property located at 2100-2144 Madison Avenue, Toledo, Ohio; authorizing the expenditure of an amount not to exceed $175,000 from the Brownfield Revolving Loan account; making certain findings with respect thereto; and declaring an emergency.

SUMMARY & BACKGROUND:
In 2015, the City of Toledo successfully submitted an application to the U.S. EPA for a grant to establish a Brownfield Revolving Loan account. Ordinance 267-16 authorized the Mayor to accept $820,000 from the U.S. EPA ($410,000 Hazardous Substance and $410,000 Petroleum Remediation) to loan and subgrant these funds for the purpose of environmental remediation at eligible Brownfield sites.
Authority for the loan to the Dental Center of Northwest Ohio is approved subject to approval by the U.S. EPA. The Dental Center of Northwest Ohio is a 501(c)(3) not-for-profit dental clinic providing oral health services for underserved children and adults with limited access to dental care.
The City of Toledo desires at this time to use an amount not to exceed $175,000 as designated for Hazardous Substance Remediation for the purpose of asbestos and universal waste abatement at the Dental Center's administrative offices and clinic located at 2100-2144 Madison Ave. in Toledo. Once environmental cleanup is complete, the buildings will be demolished and a new dental clinic will be constructed.
This ordinance authorizes expenditure from the Brownfield Revolving Loan account in the amount of $175,000. The current balance of Revolving Loan account is $820,000, of which $410,000 is available for hazardous substance remediation as authorized in this ordinance.
