SUMMARY & BACKGROUND:
Fire and Rescue Department has negotiated with the University of Toledo for the provision of paramedic and emergency medical training at the UT's Life Support Training Center to include use of classroom and office space, administrative support, simulation skills training and testing and educational delivery and certification. The UT's Life Support Training Center offers better suited facilities for training, testing and certification and advanced educational support. The training agreement is intended to be renewable annually for a 5-year period. This agreement and expenditure is necessary to provide necessary emergency medical and paramedic training and certification.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter an agreement with the University of Toledo for the provision of paramedic and emergency medical training, testing and certification at the UT Life Support Training Center under terms and conditions acceptable to the Fire Chief and Law Director. The agreement shall be renewable annually for a period not to exceed five years.

SECTION 2. That the competitive bidding requirements under TMC 187.24 are waived for the reason that this Council finds it is in the best interest of the City to contract with the University of Toledo for the provision of paramedic and emergency medical training, testing and certification at the UT Life Support Training Center due to unique suitable educational facilities.
