Title
Amending Chapters 1381, 1395 and 1397 of the Toledo Municipal Code Sign Code provisions pertaining to enforcement of violations; and declaring an emergency.

SUMMARY & BACKGROUND:
This Ordinance revises the Toledo Municipal Code Sign Code enforcement provisions to clarify that abandoned sign structures as well as abandoned signs can be removed by order of the the Commissioner of Building Inspection and owners charged for the cost of such removals.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the existing Toledo Municipal Code Chapters 1381, 1395 and 1397, as contained in Exhibit “A” herein, be and the same are hereby repealed.
SECTION 2. That new Toledo Municipal Code Chapters 1381, 1395 and 1397, as contained in Exhibit “B”, be and the same are hereby enacted.
SECTION 3. That Section 1381.07(a) requiring referral of this ordinance to the Plan Commission and the receipt of a report from the Plan Commission be waived.
SECTION 4. That this Ordinance hereby is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective to enhance the ability of the City of Toledo to enforce violations of the City’s Sign Code and eliminate blight.
