SUMMARY & BACKGROUND:
The City of Toledo uses a Third Party Administrator (TPA) for management of its workers' compensation program. This ordinance authorizes the entering into a 2-year contract with the TPA for the City of Toledo workers' compensation program. The City sought competitive proposals for this service from September 15, 2017 to October 3, 2017. Four (4) proposals were submitted by the following companies: Paramount Preferred Solutions, Inc.; CareWorksComp; Vassar and Associates, LLC; and CompManagement, LLC. CompManagement, LLC, the City's current TPA provider, submitted a bid that was $52,710 higher than the lowest bid. Vassar and Associates, LLC submitted a bid that was $40,660 higher than the lowest bid. CareWorksComp did not provide a detailed response to the information requested in the request for proposals and therefore was eliminated. Paramount Preferred Solutions, Inc.'s bid submission was responsive and is the lowest and best bid.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into a contract with Paramount Preferred Solutions, Inc. to provide TPA services for the City of Toledo workers' compensation program for a period of two (2) years, with the option to renew for one (1) additional year. Said contract shall contain such terms and conditions as deemed proper according to the Director of Law and the Director of Human Resources.
