Amending the Toledo Municipal Code by enacting a new Chapter 181, Board of Honor; and declaring an emergency.

SUMMARY & BACKGROUND:
Providing an honorary street name to a distinguished citizen is an extremely high honor. Many requests come to Council regularly to recognize a family member or a person who committed endless hours to the city of Toledo. A board of honor is hereby established for the purpose of honoring citizens through a memorial program in the City of Toledo. The purpose is so public activities, buildings city owned facilities and events may be named for citizens who have distinguished themselves through their service to the City. This allows for a fair and equitable review process for all requests.
The board, after diligent review of the established guidelines, shall make a recommendation to the Toledo City Council for official designation by Resolution, or Ordinance.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That a new Toledo Municipal Code Chapter 181 is enacted to read as follows:
Chapter 181 Board of Honor
181.01. Board created.
There is hereby created the Board of Honor which shall consist of 7 members who shall serve without compensation.
181.02. Membership.
The membership of this Board shall be subject to the confirmation by a majority vote of Council and such appointments shall be made as follows:
1 citizen shall serve for a term of two years.
1 District Council member where the honor will occur
1 member of the Department of Parks and Youth Services
1 member of the Department of Transportation
1 member of the Division of Facilities and Fleet Operations
1 member of the Law Department
1 member of the Arts Commission
Vacancies in unexpired terms shall be filled in the same manner as the original appointments.
