Objecting to the application for financial assistance for the Warren Commons project through the Ohio Housing Finance Agency (OHFA); and declaring an emergency.
Summary
WHEREAS, Warren Commons is a proposed 46 unit permanent supportive housing community at 2011 Franklin Ave.; and
WHEREAS, the development team has applied for financial assistance through the Ohio Housing Finance Agency (OHFA); and
WHEREAS, the proposed location in Council District 4 is within one-half mile of approximately 8 affordable housing projects and 15 drug treatment or mental health facilities/organizations; and
WHEREAS, this project has been fluid from the beginning as to the exact concept it will be regarding the homeless. They started with offering onsite treatment and onsite training to a movement away from any on site services, and
WHEREAS, this area lacks the economic resources to provide job stability as there are fewer opportunities for open positions; and this presents a concentration of services and poverty in an area struggling to provide resources to the present neighborhood; and
WHEREAS, this proposed project will only add to the problem of lack of resources in Council District 4 and the residents in this area are indeed opposed to this project; and
WHEREAS, this project has allowed its approval for a site plan review to expire without any movement in a positive direction in one full year and will need to start that multi month process over again; NOW, THEREFORE,
Be it resolved by the Council of the City of Toledo:
SECTION 1. That Toledo City Council objects to the application for financial assistance for the Warren Commons project through the Ohio Housing Finance Agency (OHFA).
