SUMMARY & BACKGROUND:
The city has been awarded $180.9 million through the American Rescue Plan Act (ARPA) to be used to address the public health and negative economic impacts of the COVID-19 pandemic. The Toledo Recovery Plan (TRP) framework (authorized by Ordinance 530-21 and amended by Ordinance 444-23) includes $2,948,553 million for the Save Our Community initiative. Of this amount, $780,000 has already been appropriated and authorized for expenditure. This ordinance authorizes the appropriation and expenditure of the remaining $2,168,553 in TRP funds for the Save Our Community initiative. These funds will be used for staff, supplies and services, including a Cost of Gun Violence Study and the purchase of case management software.

Summary
NOW THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the appropriation of $2,168,553 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-10201-3SAVECOMTYNEI for the Save Our Community Gun Violence Reduction initiative and further authorizing the expenditure of same for all program costs including staff, supplies and service contracts.

SECTION 2. That the Mayor is authorized to accept bids and enter into necessary agreements for the purposes authorized in Section 1 upon terms and conditions consistent with American Rescue Plan Act regulations and otherwise acceptable to the Director of Law and the Director of the Mayor's Office of Neighborhood Safety and Engagement.
