Authorizing the Mayor to enter into necessary agreements with the U.S. Army Corps of Engineers (USACE) for financial assistance provided under the Section 594 Environmental Infrastructure (EI) Program for purposes of the installation of Water Supply Main Reservoir Connection; authorizing the acceptance, deposit, appropriation and expenditure of grant proceeds in an amount not to exceed $10,000,000 in the Water Replacement Fund for purposes of the installation of Water Supply Main Reservoir Connection; authorizing the appropriation and expenditure in the amount not to exceed $3,333,334 from the Water Replacement Fund for match purposes of the design or construction of the installation of Water Supply Main Reservoir Connection; authorizing the Mayor to accept bids and award contracts for the purchase of services and other necessary items to carry out the terms of this grant; and declaring an emergency.

SUMMARY & BACKGROUND:
Section 594 of the Water Resources Development Act (WRDA) of 1999 authorizes USACE to provide design and/or construction assistance to non-Federal interests for carrying out water-related environmental infrastructure and resource protection and development projects in the State of Ohio. The City of Toledo has been allocated funding through the Section 594 EI Program and is invited to enter into a Project Partnership Agreement (PPA) with USACE for design and construction-related assistance to be used for the installation of Water Supply Main Reservoir Connection.
The Section 594 EI Program requires a 25% cost share from the non-Federal sponsor, and USACE project costs are considered part of the total project cost and subject to cost share.
