SUMMARY & BACKGROUND:
Ordinance 621-23 authorized the acceptance and expenditure funds from the Ohio Department of Health (ODH) to expand the City's efforts to combat lead poisoning by supporting various primary prevention activities as identified in Schedule A to Ord. 621-23. To facilitate the implementation of these activities, including assistance for the establishment of a Lead Resource Center, the Department of Housing and Community Development believes it is in the best interest of the City to contract with certain local agencies, including Fair Housing Opportunities of Northwest Ohio, Inc. This Ordinance amends O-621-23 to allow this and waives competitive bidding requirements.

Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That Section 4 of Ordinance 621-23 which reads as follows:
SECTION 4. That the Mayor and the Director of Housing and Community Development are authorized to enter into any necessary agreements for the purposes of administration of the grant, subject to the terms and conditions deemed proper and requisite according to the Director of Law.
is amended to read:
SECTION 4. That the Mayor and the Director of Housing and Community Development are authorized to enter into any necessary agreements for the purposes of administration of the grant, subject to the terms and conditions deemed proper and requisite according to the Director of Law; and further, that Council finds and determines that it is in the best interest of the City to waive the competitive bidding requirements of TMC Chapter 187 for the purpose of entering into agreements with local non-profit entities with the expertise and capacity to assist the activities authorized under this Ordinance, including Fair Housing Opportunities of Northwest Ohio, Inc.
