SUMMARY & BACKGROUND:
St. Paul's Community Center (SPCC) has been operating the Winter Crises program for over 16 years with the support of the Lucas County Mental Health and Recovery Services Board (LCMHRSB), United Way, the Toledo Lucas County Homelessness Board (TLCHB) and the City of Toledo - Department of Housing and Community Development (DHCD) to keep people safe during the coldest months of the year. SPCC operated a Winter Crises program at its location, 230 13th Street for approximately 35 individuals per night during the coldest nights of the year, from December 15th, 2025 to March 15th, 2026. SPCC provided dinner, a hygiene kit, a cot and blankets and breakfast for each guest. Intake consisted of modified data collection and all data was entered into the Homelessness Management Information System (HMIS). Guests had access to hot showers, donated clothing, socks and undergarments, laundry facilities and a charging station. Additional SPCC staff provided security and acted as a source for community referrals. This legislation authorizes the disappropriation of $7,550.18 to reallocate the 2024 ESG funding (38th) year to provide the necessary funding for a Winter Crisis Shelter to address homelessness during the coldest months of the year in the Toledo community.
