SUMMARY & BACKGROUND:
Ozone is an integral component of our treatment process, used to combat Harmful Algal Blooms (HABs), reduce Total Organic Carbon (TOC), and support taste and odor control. We are currently experiencing a critical issue with the Victaulic coupling on the 42-inch influent line of the West Ozone Contactor (WOC) #2. The coupling, located just downstream of the pipeline flash reactor where ozone is injected into the water, has developed a leak. This leak is allowing highly concentrated ozone to off-gas into the basement of the WOC facility, creating an immediate safety hazard for personnel and posing a significant risk to our treatment process operations. To address this issue, it has been determined that the most effective and efficient corrective action is to replace the compromised gaskets within the Victaulic couplings with higher-rated silicone gaskets. This approach will eliminate the ozone leak, restore safe operating conditions, and return the contactor to service as quickly as possible.

NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the expenditure of $20,550 is authorized from the Water Operating Fund Account Code 6060-32000-4000500STDSTD for emergency repairs to Ozone Victaulic couplings at Water Treatment Plant.
