SUMMARY & BACKGROUND:

The City of Toledo applied for and was approved to receive Voluntarily Reallocated ERA2 supplemental funding in the amount of $34,025,186.76 from the U.S. Department of Treasury for the administration of the ERA Program. Eligible uses for ERA2 supplemental funds include: Housing Stability Services, Program Administration, Direct Rental Assistance and Affordable Housing Development and/or Preservation. The deadline for expenditure of ERA 2 funding is September 30 of 2025.

Ordinance 662-22 authorized the acceptance, deposit, appropriation and expenditure of Voluntarily Reallocated ERA 2 funding in accordance with Ordinance 662-22 Schedule A.
The purpose of this Ordinance is to revise Ordinance 662-22 Schedule A to decrease Program Administration and Housing Stability Services allocations; and increase line items for Affordable Housing Development and/or Preservation and Direct Rental Assistance. The financial impact of this Ordinance is to revise Schedule A of Ordinance 662-22 to reduce program administration and housing stability allocations; and increase Affordable Housing Development and/or Preservation and Direct Rental Assistance allocations.

Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That the original Schedule A referenced in Section 2 of Ordinance 662-22 is amended as per the attached revised Schedule A.

SECTION 2. That this Ordinance is declared an emergency measure and shall take effect and be in force from and after its passage.
