SUMMARY & BACKGROUND:
The City has strong interests at the state level, including an interest in the composition of the state budget and legislation that impacts the operations of local government. Toledo's interests must be adequately represented in the capital.

Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1 That the Mayor is authorized enter into a professional consulting services agreement with Shumaker Advisors, LLC, for a term of one year with the option to renew for two additional one-year terms, to provide the city of Toledo with government affairs services. Such agreement shall contain terms and conditions deemed proper and requisite according to the Director of Law.

SECTION 2. That, subject to available appropriation, an annual expenditure in an amount not to exceed $60,000 for a maximum of three years is authorized from the General Fund, Account Code 1001-89800-1129001STDSTD.

SECTION 3. That this Council finds and determines it in the best interest of the city to waive the competitive bidding requirements of TMC 187 for the reason that continuing the relationship with Shumaker Advisors, LLC would assist in their delivering uninterrupted advocacy on the city's behalf.

SECTION 4. That the Director of Finance is authorized to draw their warrant or warrants against Account Code 1001-89800-1129001STDSTD in payment of the obligations authorized above in an amount not to exceed...
