Recognizing Toledo Municipal Court for leading the charge to empower others through the LEAD Program.

Summary

WHEREAS, the Toledo Municipal Court has demonstrated an unwavering commitment to innovation and leadership development by launching the Leaders Emerging and Developing (L.E.A.D.) Program, a groundbreaking initiative designed to empower non-supervisory staff to lead from where they stand; and

WHEREAS, this program reflects a bold vision: that leadership is not defined by title, but by impact, and that every employee has the potential to drive meaningful change within our justice system and local government; and

WHEREAS, the L.E.A.D. Program builds upon a proven model pioneered by Brian Cunningham under the direction of the Lucas County Board of Commissioners, which has successfully developed over 280 leaders across more than 30 agencies since 2002; and

WHEREAS, the Toledo Municipal Court has embraced this model by training its own staff to facilitate the program and by participating in a joint initiative with Lucas County in 2024, allowing thirteen staff from the City, Court and Public Defender's Office to gain valuable leadership experience; and
WHEREAS, through monthly intensive sessions, participants master the five pillars of exemplary leadership: Modeling the Way, Inspiring a Shared Vision, Challenging the Process, Enabling Others to Act, and Encouraging the Heart while applying these principles to real-world challenges that impact our community; and

WHEREAS, this initiative strengthens our public institutions, elevates service to the public, and ensures that Toledo remains a leader in progressive governance and community engagement

NOW, THEREFORE, Be it resolved by the Council of the City of Toledo
