SUMMARY & BACKGROUND:
The City of Toledo has initiated a systematic, annual anti-tampering hydrant replacement program to replace old hydrants. Money for this program has been planned in the Department of Public Utilities Capital Improvement Program. It is the intent of this Ordinance to authorize the appropriation and expenditure of an amount not to exceed $350,000 from the Water Replacement Fund for the purchase of hydrants, hydrant valves and other related materials.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $350,000 is authorized from the Water Replacement Fund to Account Code 6063-34000-4UC3326STDSTD and the expenditure of same is authorized for purchases related to the Hydrant Replacement Program.
SECTION 2. That the Mayor is authorized to accept bids and award contracts for purchases related to the Hydrant Replacement Program, upon such terms and conditions deemed acceptable by the Director of Public Utilities and the Director of Law.
SECTION 3. That the Director of Finance is authorized to issue their warrant or warrants against the Account Code listed in Section 1 in the amount not to exceed $350,000 in payment of the obligations authorized upon presentation of the proper voucher or vouchers.
SECTION 4. That any remaining budget to fund balance at project closeout is authorized for disappropriation.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for...
