Title
Placing a moratorium on water shut offs for City of Toledo residents until the threat of COVID-19 is diminished; and declaring an emergency.
Body
WHEREAS, the threat of COVID-19, also known as Coronavirus, is a serious public health concern for Toledo and the world; and
WHEREAS, the spread of COVID-19 can be dramatically decreased by the use of proper hand washing and sanitation; and
WHEREAS, City Council has determined that in an effort to lower the risk for Toledo residents, we must maintain access to clean water;
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That Toledo City Council hereby orders the Department of Public Utilities to stop turning off access to water in the homes of residents until the threat of COVID-19 is diminished.
SECTION 2. That it is found and determined that all formal actions of Council concerning and relating to the passage of this Ordinance were adopted in an open meeting of Council and that all deliberations of Council and any of its committees that result in such formal action were in meetings open to the public in compliance with all legal requirements, including Section 121.22, Ohio Revised Code.
SECTION 3. That this Ordinance is hereby declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to provide access to clean water.
