SUMMARY & BACKGROUND:
[O-574-23] The Primary Clarifier Tunnel at the Bayview Water Reclamation Facility includes piping, valves, pumps and appurtenances that convey primary sludge, which settles in the primary clarifiers, to the gravity thickener tanks. The sludge has to be removed from the tanks on a regular basis to prevent the collection mechanism from overloading and keep the sludge from becoming so thick that it can't be pumped. The flooding event submerged the pumps and motors that are utilized to move the sludge from the clarifiers to the thickeners. To avoid potential treatment violations and significant expense to clean the tanks after becoming plugged, it was imperative that the pumps be restored to service as quickly as possible. This required removing the motors to be serviced and replaced as needed. IPS was contacted to come in and assist with removal of compromised motors and installation of new motors to restore operation of the sludge removal system.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the expenditure of $24,138 from the Sewer Operating Fund to Account Code 6070-36000-4000507STDSTD for emergency recovery efforts to the Primary Sludge Pumps in the Primary Tunnel is authorized.

SECTION 2. That the mayor is authorized to award an emergency contract to and pay IPS for emergency recovery efforts to the Primary Sludge Pumps in the Primary Tunnel, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
