SUMMARY & BACKGROUND:
This Ordinance authorizes the Mayor to enter into an agreement with Habitec Security Inc. for a security system upgrade for the Toledo Police Department Tow Lot. The upgrade is needed due to parts of the security system becoming obsolete. A bid was posted on Planet Bids and Habitec Security Inc. was the lowest and best bidder.

Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to accept bids and enter into a three-year agreement for a security system upgrade and monitoring for the Toledo Police Department Tow Lot, upon terms and conditions acceptable to the Director of Police and the Director of Law.

SECTION 2. That subject to annual appropriation the amount not to exceed $65,000 over the term of the agreement is authorized for expenditure from the Tow Lot Fund Account Code 607T-52000-3391001STDSTD for the security system upgrade.

SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the above referenced Account Code in payment of the obligation authorized in Section 2 in an amount not to exceed $65,000 and upon presentation of proper voucher or vouchers.

SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the timely installation and upgrade of security camera systems in order to enhance public safety....
