SUMMARY & BACKGROUND:
The Main Equipment (ME) Building at the Water Reclamation Facility (Facility) houses three Roots air blowers. These blowers supply process air to the activated sludge system in the Secondary Treatment area of the Facility. The system consists of the blowers and each blowers' motor, soft starters, and controls. The systems have been in continuous service since 2007. Although, the air blower system components have been inspected and repaired over time to maintain continuous operation, they now need significant work to maintain reliable service.

The city has already contracted with Tomlin Equipment Company, the local authorized sales representative for Roots in Northern Ohio, for two of the blowers. This legislation will now include the third blower, motors and controls for all three blowers.

The Division is seeking the waiver of competitive bidding provisions of TMC Chapter 187 to execute contracts with the original equipment manufacturers or their local sales and repair representatives. The Division is looking to contract with Tomlin Equipment Company for the rebuild of the third air blower, and with Eaton Electric or their local authorized representative for the replacement of the three existing Eaton soft starters.
