SUMMARY & BACKGROUND:
The city authorized the use of $2,000,000 (Ordinance 138-22) through the American Rescue Plan Act (ARPA) to be used to engage youth in mentoring and development initiatives negating the social and emotional impacts of the COVID-19 pandemic. The funded programs were conducted over the course of the 2022 Summer and have proven to be highly effective in engaging the city's youth. This Ordinance authorizes the expenditure of $500,000 for additional youth engagement, mentoring, and development initiatives during the 2022-23 school-year, plus an additional $195,500 gathered from unexpended summer programming funds. Funds will be used to support youth programming through grants distributed to community partners and by the Parks, Recreation and Community Enrichment Division. Specific programs targeted for funding are outlined in Schedule A.

Summary
NOW THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That $195,500 from summer youth programming is re-appropriated to schoolyear youth engagement, mentoring, and development initiatives and the expenditure of $695,500 is authorized from the General Fund Account Code 2021-40100-7YOUTH for youth engagement, mentoring, and development initiatives as outlined in the Attached Schedule A.
