SUMMARY & BACKGROUND:
The Toledo-Lucas County Port Authority approved a resolution at its March 26, 2020 Board of Directors' meeting granting $25,000 from its Community Economic Development Initiative to the Toledo-Lucas County Plan Commission for the purpose of supporting the creation of a Strategic Framework Plan to create a strategic vision that will address the changes and opportunities in Toledo and that will form the basis of a new city comprehensive plan.

Ord. 6-20 authorized an agreement between the city and the Lucas County Land Reutilization Corp. (the "Lucas County Land Bank") along with $70,000 in city funding to provide assistance in with this strategic process by acting as fiscal agent and project administrator. The grant proceeds will be paid to the Lucas County Land Bank to help pay the Strategic Framework Plan costs.

In addition to the Lucas County Land Bank and the Port Authority, other participants in the Strategic Framework Project include: Lucas County, The University of Toledo, Toledo Public Schools, Toledo Lucas County Public Library, Toledo Zoo, Metroparks Toledo, Toledo Metropolitan Area Council of Governments and LISC. The work to create the strategic vision will be done over approximately four months.
