Title
Authorizing the Mayor to enter into maintenance agreement for the service of Lifepak 15 Cardiac Monitors, Powerloads, Lund University Cardiopulmonary Assist System (LUCAS) devices, and other related emergency medical equipment for a term equal to the useful life of said equipment; authorizing an amount not to exceed $360,000 from the General Fund; waiving the competitive bidding requirements of TMC Chapter 187; and declaring an emergency.

SUMMARY & BACKGROUND:
Lifepak 15 (LP-15) Cardiac Monitors/defibrillators and LUCAS devices are critical Advanced Life Support intervention tools and are integral to TFRD pre-hospital care/treatment of life-ending cardiac events, including arrythmia corrections, i.e., VFIB, AFIB, and STEMI's, to return of spontaneous circulation (ROSC) following Cardiac Arrest. The Power-Loads are the devices that secure the power cots on our transport units.
This Ordinance permits the service and maintenance agreement for all the equipment we have purchased as well as all the equipment inherited during the ALS/BLS merger and TFRD purchase of the Annex and equipment previously owned by Lucas County EMS.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a maintenance agreement for the service of Lifepak 15 Cardiac Monitors, Powerloads, LUCAS devices, and other related emergency medical equipment for a term equal to the useful life of said equipment upon terms and conditions acceptable to the Department of Law and the Director of Public Safety.
SECTION 2. That an expenditure in an amount not to exceed $360,000 is authorized from the General Fund Account Code 1001-53000-3341002EMSBUR for the service and maintenance contract of Lifepak 15 Cardiac Monitors, LUCAS devices, and Power-Loads.
