Authorizing the Mayor to enter into necessary agreements with the U.S. Army Corps of Engineers (USACE) for financial assistance provided under the Section 594 Environmental Infrastructure (EI) Program for purposes of rebuilding three belt filter presses and related equipment to dewater the digested sludge at the Bay View Water Reclamation Plant; authorizing the acceptance, deposit, appropriation and expenditure of grant proceeds in an amount not to exceed $880,000 in the Sewer Replacement Fund for purposes of rebuilding three belt filter presses and related equipment; authorizing the Mayor to accept bids and award contracts for the purchase of services and other necessary items to carry out the terms of this grant; and declaring an emergency.

SUMMARY & BACKGROUND:
Section 594 of the Water Resources Development Act (WRDA) of 1999 authorizes USACE to provide design and/or construction assistance to non-Federal interests for carrying out water-related environmental infrastructure and resource protection and development projects in the State of Ohio. The City of Toledo has been allocated funding through the Section 594 EI Program and is invited to enter into a Project Partnership Agreement (PPA) with USACE for design and construction-related assistance to be used to rebuild belt filter presses and related equipment.
The Section 594 EI Program requires a 20% cost share from the non-Federal sponsor, and USACE project costs are considered part of the total project cost and subject to cost share. The total project cost is $1,100,000. The total federal share is $880,000. The City's cost share is $220,000. Legislation to appropriate and expend the city share was passed in 2023.
