Amending the Toledo Municipal Code by repealing Toledo Municipal Code Subsection 184.04(d) and enacting a new Toledo Municipal Code Subsection 184.04(d) to modify the membership; and declaring an emergency.

SUMMARY & BACKGROUND:
On March 15, 2022, Toledo City Council passed Ord. 95-22, enacting a new Toledo Municipal Code Chapter 184, Local Implementation of the United Nations Convention of the Elimination of All Forms of Discrimination Against Women ("CEDAW"). On August 16, 2022, City Council passed Ord. 395-22 to add a youth member. This ordinance will modify the membership by reducing the City membership by two and adding two to community membership.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That Toledo Municipal Code subsection 184.04(d) which reads:
(d) Membership and Organization.
(1) The Commission shall consist of fourteen (14) members each appointed by the Mayor and confirmed by City Council, as follows:
(A) One member representing the Mayor's office;
(B) One member representing City Council;
(C) The Gender Equity Manager;
(D) One employee of the City knowledgeable about the City budget, as appointed by the Mayor;
(E) The Chair of the Human Relations Commission;
(F) Two members representing the Toledo for CEDAW Steering Committee on the Commission's initial composition, thereafter two members shall be appointed from the community, one knowledgeable about health issues and the other with general knowledge of women and girls' issues; and
(G) Seven members from the community;
(i) Two members shall be knowledgeable about international human rights and be knowledgeable about CEDAW;
(ii) Two members shall be knowledgeable about the intersectionality of women and girls' issues and race, poverty, immigration status, disability, gender identity, and sexual orientation;
